Designated National Authority

On August 22, 2025, the Ministry of Environment, Forest and Climate Change (MoEFCC) constituted the Designated National Authority (DNA) under the Environment (Protection) Act, 1986. This body is mandatory for implementing Article 6.4 of the Paris Agreement, which governs international carbon markets.

  • Membership: Includes 21 members from key bodies like the Ministry of External Affairs (MEA), NITI Aayog, and the Ministry of New and Renewable Energy (MNRE).

  • Project Evaluation: Assesses and authorizes projects generating Emission Reduction Units (ERUs) to ensure they align with India’s sustainable development goals.
  • National Strategy: Identifies and updates activities eligible for carbon trading to meet India’s Nationally Determined Contributions (NDCs).
  • International Liaison: Represents India in global Article 6 frameworks, facilitating the transfer of carbon credits between nations.
