LeadIT 2.0: Leadership Group for Industry Transition  COP28    UPSC GS-2 IR  GS-3 S&T

LeadIT 2.0: Leadership Group for Industry Transition UPSC GS-2 IR GS-3 S&T

LeadIT 2.0 is the second phase of the India-Sweden-led global initiative to support low-carbon transition in hard-to-abate industrial sectors.

Why in News?

The second phase of LeadIT was announced at the LeadIT Summit 2023, hosted by India and Sweden at COP28 in the UAE (unfccc). Drishti notes that LeadIT 2.0 focuses on three pillars for accelerating low-carbon industrial transition.

What is LeadIT?

Leadership Group for Industry Transition is a global initiative launched by India and Sweden at the UN Climate Action Summit in 2019, with support from the World Economic Forum.

  • It brings together countries and companies committed to the Paris Agreement.
  • It focuses on energy-intensive and hard-to-decarbonise sectors.
  • Key sectors include steel, cement, chemicals, aviation and shipping.
  • LeadIT members aim to move industries towards net-zero carbon emissions by 2050.

Need for LeadIT 2.0

Industrial sectors are among the hardest to decarbonise because they need high energy, large capital investment and advanced clean technologies.

LeadIT 2.0 aims to support a just and equitable industrial transition, especially for emerging markets and developing economies.

Three pillars of LeadIT 2.0

1. Global forum for just and equitable industry transition

This pillar focuses on continuous dialogue between governments, industries and multilateral platforms.

  • Promotes knowledge-sharing among members
  • Tracks progress of industrial transition
  • Supports engagement with platforms such as UNFCCC COP processes

2. Technology transfer and co-development

This pillar focuses on clean technology cooperation.

  • Encourages business-to-business technology transfer
  • Supports co-development of low-carbon technologies
  • Builds national capacity for industrial innovation
  • Helps developing economies access cleaner production pathways

3. Industry transition partnerships

This pillar helps countries and companies create practical transition projects.

  • Supports emerging markets and developing economies
  • Coordinates technical and financial assistance
  • Helps create a pipeline of bankable low-carbon industrial projects
  • Focuses on enabling conditions such as finance, policy and technology access

Significance for India

LeadIT 2.0 supports India’s climate and industrial goals together.

  • Helps decarbonise heavy industries without slowing development
  • Supports India’s net-zero by 2070 pathway
  • Strengthens India’s global climate leadership with Sweden
  • Promotes clean technology access for sectors like steel, cement and chemicals
  • Helps align industrial growth with sustainability, jobs and energy security

Global importance

LeadIT is important because industrial decarbonisation can bring wider benefits beyond emission reduction. low-carbon transition of industry can support climate resilience, energy security, innovation, socio-economic development and job creation.

Challenges
LeadIT 2.0 still faces several implementation barriers.

  • High cost of clean industrial technologies
  • Limited climate finance for developing countries
  • Slow technology transfer
  • Lack of common standards for green industrial products
  • Difficulty in decarbonising sectors such as steel, cement and shipping
  • Need for stronger demand signals and credible policy frameworks

Way Forward

LeadIT 2.0 must move from dialogue to implementation.

  • Mobilise affordable international climate finance
  • Improve clean technology transfer to developing economies
  • Build strong public-private partnerships
  • Create country-specific industry transition roadmaps
  • Develop green demand markets for low-carbon industrial products
  • Support bankable projects in hard-to-abate sectors

LeadIT 2.0 is a major India-Sweden-led platform to make industrial growth compatible with climate goals by promoting just transition, clean technology transfer and low-carbon industry partnerships.
