National Cooperation Policy, 2025

Unveiled on July 24, 2025, by the Ministry of Cooperation, the National Cooperation Policy, 2025, replaces the 2002 framework. Drafted by a committee chaired by Suresh Prabhu, it aligns with the vision of “Sahkar-se-Samriddhi” (Prosperity through Cooperation) to support a “Viksit Bharat” by 2047.

The policy aims to modernize India’s cooperative sector through institutional reforms, digital transformation, professional management, global market integration and stronger participation of women and youth.

Strengthening Foundations Legal and regulatory reforms are proposed to provide cooperatives with greater autonomy, transparency and a level playing field alongside other economic entities.
Promoting Vibrancy Encourages a global business ecosystem to help cooperatives access international markets and improve member incomes.
Future-Ready Operations Supports transformation into technology-enabled and professionally managed cooperative institutions.
Inclusivity & Deepening Reach Expands cooperative institutions across India with greater participation of women and youth as a people-led movement.

Shaping the Next Generation Focuses on standardized cooperative education, skilling ecosystems and youth-oriented career pathways in the cooperative sector.
