Since independence till now the condition of rural India is not upto the mark. Still rural India is affected by problems like social exclusion, inequality, low availability of social amenities like water, road, sanitation, etc.
Therefore after 2014, government while giving emphasis upon MPLADS funds, introduced Sansad Adarsh Gram Yojna(SAGY) under it.
Need of SAGY
- To provide basic minimum facilities and amenities like roads, sanitation, etc. on lines of urban areas. This dream was recognised by Dr. APJ Abdul Kalam by introducing the PURA scheme.
- Through SAGY, controlling migration by providing base for MSME, rural infrastructure, etc.
- SAGY also satisfies the livelihood security, provides micro-finance, social base industry, ensuring quality of life and standard of living through education, health and wellness centre, etc.
Some components of SAGY are:
- Every Member of Parliament has responsibility to develop five villages on lines of social and physical modern infrastructure.
- The scheme ensures that each family of the village to be out of poverty in five years.
- Complete elimination of inequality, social disparities and discrimination.
- Children in every village should complete minimum eight years of education.
- Mobility and connectivity in form of transportation facilities.
Inspite of all these provisions SAGY has been affected by problems like:
- During COVID the MPLADS fund were not available.
- MPs are not giving proper attention to the monitoring of the development of Adarsh village.
- The quality of infrastructure is also not proper.
- Even achievement of target of poverty alleviation is not focused upon properly.
Therefore, there is a need for proper monitoring and implementation guided by a proper Citizen Charter.
