Institution Of Eminence Scheme

• Many institutes that were chosen for Institution of Eminence (IoE) Status are still waiting for the IOE designation after more than three years have passed.

Background

• UGC (Institutions of Eminence Deemed to be Universities) 2017 regulations allowed for the creation of the Institute of Eminence Programme.
• Ten Universities - ten Public and ten Private - were chosen for the programme.
• To aid in their development as Teaching and Research Institutes of World-Class calibre, these chosen universities will be given additional autonomy.
• The Institute of Eminence scheme seeks to place a limited group of IoEs in the top 500 global rankings during the next ten years, and ultimately in the top 100.
• Institutions were chosen by an Empowered Expert Committee in N. Gopalaswami.

Criteria to Select

• Global/National Ranking: The IoE status will only be suggested for universities that have appeared in one of the global/national ranks (e.g., QS, NIRF).

The organisations should include

• The top 50 institutions in their area according to the National Institutional Ranking Framework (NIRF).
• Top 500 in rankings that are well regarded, such as the Times Higher Education Global University Rankings, QS.
• Greenfield Proposals: If there are any open slots after applying the selected criteria, consideration will be granted to plans that have not yet been established (Greenfield) proposals.
• In general, the phrase "greenfield project" refers to the start of a project without taking into account any earlier work.
• The Greenfield Institutions would have a time of three years to develop and operationalize the institution, following which the EEC would consider and then grant such institutions IoE status.

Objective

• Excellence and Innovation: To offer post-graduate, graduate-level, and research degree programmes in higher education that foster excellence and innovations in the fields of knowledge that may be deemed appropriate.
• Specialization: Engaging in specialised activities to contribute uniquely to the goals of the higher education system.
• World Rating: To eventually rank among the top 100 institutions in the world for both its teaching and research on a global scale.

High-quality Teaching and Research: To promote the growth of knowledge and its transmission while ensuring high-quality teaching and research

GS-II: Institution of Eminence Scheme

News

The HRD Ministry has awarded the status of Institute of Eminence to the IIT-Madras, the IIT-Kharagpur, Delhi University, Benares Hindu University and the University of Hyderabad. Four private universities the Vellore Institute of Technology, Amrita Vishwa Vidyapeetham, Jamia Hamdard University and the Kalinga Institute of Industrial Technology were issued Letters of Intent to grant them the status. The new greenfield Bharti Institute, a project of Satya Bharti Foundation, has also been issued the letter.

Objectives

Excellence and Innovation: To provide for higher education leading to excellence and innovations in such branches of knowledge as may be deemed fit at post-graduate, graduate and research degree levels.

Specialization: To engage in areas of specialization to make distinctive contributions to the objectives of the university education system.

Global Rating: To aim to be rated internationally for its teaching and research as a top hundred Institution in the world over time.

Quality teaching and Research: To provide for high-quality teaching and research and for the advancement of knowledge and its dissemination.

Benefits

Autonomy: Institutions with the OE tags will be given greater autonomy and freedom to decide fees, course durations and governance structures.

Grant: The public institutions under the IOE tag will receive a government grant of 1,000 crores, while the private institutions will not get any funding under the scheme.
